After serving in the armed forces with distinction, Col. Ehtisham transitioned into civil service where he played pivotal roles in key institutions including the Karachi Metropolitan Corporation (KMC), City District Government Karachi (CDGK), Karachi Water & Sewerage Board (KWSB), and the National Accountability Bureau (NAB). His ability to lead in high-pressure, results-driven environments made him a central figure in various transformational initiatives.
Driving Change in Urban Governance
As a reformer and strategist, Col. Ehtisham introduced innovative, revenue-boosting solutions to KMC and CDGK—enhancing municipal performance without placing additional burdens on public resources. His work has laid the groundwork for more efficient, transparent, and responsive city governance.
Building Resilient Emergency Services
One of his landmark achievements was the expansion of Karachi’s Fire & Rescue Services. Under his leadership, the city witnessed the establishment of 20 fire stations—up from just 6—spread across all 18 towns, achieved without any additional budget or manpower. His resourceful planning became a model of effective urban resilience.
He also took critical steps to protect lives along Karachi’s coastlines by deploying 18 lifeguards at key beaches, including Hawksbay, Sandspit, and Mubarak Village, selected and trained from local fishing communities under a special Sindh Government initiative.
Expert in Crisis & Disaster Management
Col. Ehtisham has been at the forefront of disaster management across Pakistan. He has designed multi-agency disaster response frameworks, provided technical support to emergency departments, and continues to mentor key responders in operational readiness and crisis planning.
Championing Education & Social Empowerment
As a member of prestigious academic panels, he frequently delivers lectures at universities and colleges, engaging students and professionals alike on pressing issues such as public safety, governance, and disaster resilience. His passion for education is matched by his active role in championing women’s empowerment and inclusive development.
